About the Journal
Spectrum of Engineering and Management Sciences (SEMS) is an international, peer-reviewed journal dedicated to publishing high-quality research at the interface of engineering, technology, and management sciences. The journal focuses on studies that advance theoretical understanding, methodological innovation, and practical applications in complex industrial, technological, and organizational contexts.
SEMS provides a platform for original research, rigorous analytical studies, and comprehensive reviews that integrate engineering techniques with managerial insights. The journal prioritizes submissions that present novel models, decision-support systems, and data-driven approaches with clear theoretical and practical contributions.
SEMS publishes research articles, reviews, short communications, and case studies.
Research articles must include: motivation for the work, an adequate overview of representative work in the field including up-to-date references, a clear statement of novelty in the presented research, suitable theoretical background, one or more examples to demonstrate and discuss the presented ideas, and conclusions.
Short communications are usually 4–7 pages long, research articles and case studies 8–14 pages, while reviews can be longer. Page number limits are flexible when properly justified. Authors are requested to follow the SEMS guidelines and format their manuscripts according to the article template available here.
If extensions of previously published conference papers are submitted, Editors will verify that sufficient new material has been added to fulfill the journal standards. The added material must not have been previously published. New results are encouraged but not strictly required; however, the submission should contain expansions of key ideas, examples, and elaborations beyond the original conference paper.
The principal aim of the journal is to bring together the latest research and development in various fields of engineering and management sciences. Topics of interest include, but are not limited to:
- Operations research, optimization, and simulation
- Artificial intelligence, machine learning, and computational intelligence
- Multi-criteria decision-making and uncertainty modeling
- Systems engineering, industrial engineering, and production management
- Mathematical programming, econometric analysis, and quantitative methods
- Project and innovation management, technology policy, and strategic decision systems
SEMS emphasizes interdisciplinary integration, methodological rigor, and applied relevance. The journal welcomes conceptual frameworks, empirical studies, review articles, and research proposals.
Supplementary materials such as datasets, algorithms, and software are encouraged to support reproducibility and transparency. Papers should refer to the journal’s Aims and Scope but are not limited to the listed topics.
Publication Frequency: One issue per year is published online, but processed and accepted papers with full bibliographic data are added to the issue continuously throughout the year.
Publication Fee: There is no submission charge or publication fee. Publication in SEMS is free of charge for authors.
Open Access: This is an open-access journal, meaning all content is freely available without charge to users or their institutions. Users may read, download, copy, distribute, print, search, or link to full texts without prior permission from the publisher or the author.
Editorial Statistics (2025): The acceptance rate is 22% of over 100 major manuscripts received annually. The median time for an initial editorial decision is 14 days; from submission to acceptance, 77 days; and from acceptance to online publication, 9 days.
Scientific Oasis (SCIO Association) – Association for Engineering, Decision Making, and Operational Research – was established in 2014 as the European Centre for Operational Research (ECOR), operating under the umbrella of the Regional Association for Security and Crisis Management (RABEK).
Over the past decade, ECOR has evolved beyond its initial role as an internal center within RABEK through numerous activities and international collaborations. Given the growing scope of its responsibilities, the natural decision was to separate ECOR as an independent association. In 2023, it was renamed Scientific Oasis (SCIO Association).
